Commission proposals: your views please!

Hi, I’m Daniel Hale and I lead on the research for the Funding Commission.

It’s been a busy time. We’ve sounded out all the Commissioners and some key people around the sector to arrive at a suite of proposals around the Commission’s key themes for their third meeting.

Where next? Well, before they go out to a formal consultation, we’re going to do some more work on the proposals the Commissioners thought would best meet the needs they identified. These proposals can be found in more detail in the note of the third meeting, download the pdf here.

For those of you with less time, here's a list...

Boosting local effectiveness of local voluntary action:

  • Grow locally held and accessed endowments
  • Increase local ownership or management of community assets
  • Develop co-operative models within the sector
  • Develop giving in-kind from the private sector
  • Resolve issues around the sharing of back-office functions and liabilities
  • Develop protocols for rationalisation and/or insolvency
  • Develop hybrid housing associations as enterprise/social developers
  • Develop a new pricing model for VCOs
  • Identify key principles for public sector funding

Capitalising the sector:

  • Develop models for social investment
  • Provide financial advice and build skills
  • Develop rigorous methods for demonstrating social impact
  • Pursue mission-related investment
  • Underscore the principles of good grantmaking

Modernising giving:

  • Widen participation in and support for giving circles
  • Establish lifetime legacies
  • Promote salary sacrifice; payroll giving and Gift Aid
  • Build giving into life events
  • Establish gifting accounts
  • Maximise the benefits of technology
  • Reduce the cost of fundraising

But what do you think?

These proposals are no secret, and waiting for the formal consultations to start isn’t really necessary. A bit of road testing would be really welcome, so

  • (A) choose a proposal that made the cut and tell us your views; or
  • (B) suggest your own proposal if you think we’ve forgotten something.
